Regional Transportation Plan and Sustainable Communities Strategy
The San Diego Association of Governments (SANDAG) serves as a forum for regional decision-making. SANDAG builds consensus, makes strategic plans, and provides information on a broad range of topics pertinent to the region's quality of life. SANDAG’s Board of Directors is composed of representatives from each of the region’s 19 local governments.
The region’s Draft 2050 Regional Transportation Plan (RTP) maps out a long-term blueprint of the region’s transportation system designed to maximize transit enhancements, integrate biking and walking elements, and promote programs to increase circulation efficiency. The plan identifies and analyzes transportation needs of the metropolitan region, and creates a framework for project priorities.
How does this relate to the General Plan Update?
The RTP includes a Sustainable Communities Strategy (SCS) that integrates how the region uses land, develops housing, and plans transportation. The SCS is a new element of regional transportation planning as required by Senate Bill 375 (SB 375). SB 375 requires SANDAG to prepare the SCS, achieve greenhouse gas emissions, as well as link the Regional Housing Needs Assessment (RHNA) process to how the region uses land, develops housing, and plans transportation.
